航空件图纸上标记EAR出口分类为：ECCN EAR 9E991,请问产品是否属于出口限制？可以允许受限制的审核员审核吗（国内的NADCAP审核员）））

NADCAP认证申请里要求选择是否属于ITAR/EAR，（YSE/NO），图纸上出口分类为ECCN EAR 9E991，可以选择NO吗？自己不敢确定，希望有经验的群友提点一下，谢谢！PRI的政策说明：PRI's Export Control (EC) policy requires the Auditee to declare whether the audit scope includes information controlled under U.S. Export Control regulations e.g.ITAR/EAR (International Traffic in Arms Regulations / Export Administration Regulations)Is there any work performed as part of the audit scope that is designated as being controlled under U.S. Export Control regulations (ITAR or EAR)? If there is work controlled under U.S. Export Control Regulations in the audit scope, but the " only classification is EAR99 or all ECCN classifications are designated NLR (no license required), then per PRI policy the ITAR/EAR question may be answered No.PRI policy requires an Unrestricted Auditor to be assigned to audits when the ITAR/EAR question is answered Yes and an additional EC fee may be added to the cost of the audit to offset the additional costs of conducting the audit.
