供应商每次都说：不行就退给我吧！
我现在的公司是组装型的，只要来料管好了品质就提高了。
需每次品质不行打电话供应商都说“实在不行就退回来吧”
但生产又急用上面总是挑选使用，这用品质没办法保正。
我很头痛，请大虾赐教！！

First top management shall establish the apporiate concept in procument control, furthermore, the guy responsible for porcument shall have the same concept to support you, then the proper procedure is worked out to control the situation.
Basically, everyone shall obey the rules documented.
