条款6.2如何理解

6.2.1 General
Personnel performing work affecting conformity to product requirements shall be competent on the basis of appropriate education,training,skills and experience.

Note: Conformity to product requirements can be affected directly or indirectly by personnel performing an task within the quality management system.
6.2.2Compentence,training and awareness
a) determine the necessary competence for personal performing work affecting conformity to product requirements.
b) where applicable,provide training or take other actions to achieve the necessary competence,
c) evaluate the effectiveness of the actions taken,
d) ensure that its personnel are aware of the relevance and importance of their activities and how they contribute tothe achievement of the quality objectives,and
e) maintain appropriate records of education,training ,skills and experience.

影响产品质量要求的人员变为影响产品要求符合性的人员应该是能够胜认的,确保达成必须的能力,并表人员范围大大扩大,我有2点疑问:
1.是不是要求进行全员培训啊,因为每个人都可能影响产品的符合性.
2.并且如何确保呢?要提供哪些必要的证据呢,仅是考核表吗?
