SONY选择供方的标准及流程
Sony's procurement activities are based on two main principles.
One is meeting the expectations of Sony customers worldwide. Customers expect Sony products and services to offer a high level of value. They also expect Sony to be a good corporate citizen through its operations. Sony's procurement activities are no exception in meeting these expectations.
The other is relationships with suppliers. Sony procures parts and materials for its products from numerous suppliers worldwide. Sony's worldwide procurement activities require smooth relationships with suppliers based on mutual trust and cooperation. Sony therefore places importance on creating such relationships with suppliers.
Sony believes that both Sony and its suppliers need to be good partners: in order to provide highly appealing products that satisfy customers, and to be good corporate citizens through such activities as green procurement.
Partnership
Today's business environment is constantly changing. To succeed in this shifting environment, Sony needs to build strong links with suppliers.
It is important that Sony and its suppliers share policies, strategies and technology. By working together, Sony and its suppliers can achieve higher goals and generate greater value for the future than would be possible alone. Collaboration between Sony and its suppliers should ultimately be aimed at earning customer approval. This goal must form the common base of Sony's procurement activities and its suppliers' sales activities. Sony calls suppliers capable of maintaining this kind of collaborative relationship "partners."
One of Sony's key goals is to give its worldwide customers satisfaction through its products. Sony must therefore constantly strive to develop products that are ever more innovative and captivating. The creation of these kinds of products relies to a great extent on the parts and materials used in them to realize its functions and performance.
Sony believes that cooperation as true partners is critical to supplying products that achieve high levels of customer satisfaction. Sony and its suppliers work together in a wide range of areas - by combining technological skills that complement each other, building powerful supply chains, preserving and enhancing the quality of parts, strictly complying with relevant laws and regulations and contributing to society as a whole.
Fundamental Policy for Selecting
There are two challenging hurdles that all suppliers must clear before they can become a Sony partner.
The first hurdle represents fundamental requirements suppliers have to meet. Suppliers must have sound financial status, comply strictly with laws, regulations and social standards, have an active environmental management program as part of their operations, and have the advanced technology needed to contribute to Sony's products. Sony believes these requirements are essential for generating value for the future.
Companies that fulfill the above conditions can proceed to the next hurdle: stable and optimal eQCDS+E. This hurdle is designed to help Sony select only the highest-grade suppliers. Crucially, companies must also demonstrate management policies and activities designed to realize future competitiveness, not just evidence of a past or current competitive edge.
eQCDS+E stands for:
• "e" e-commerce ready
• "Q" ability to continuously supply items that consistently meet quality standards
• "C" ability to supply items that are cost competitive
• "D" ability to deliver items on time and in the required quantities
• "S" ability to meet expectations for the provision of a broad range of services
• "E" Initiatives to reduce the environmental impact of items supplied to protect the global environment: an ability to demonstrate Environmental Quality.
What Sony Expects
Sony procures parts and materials from a large number of companies worldwide for its global manufacturing activities. Sony has the same expectations of its suppliers regardless of their location:
When signing a deal with a new supplier, and regularly thereafter, Sony inspects suppliers to verify that they meet Sony environmental standards. Suppliers are required to qualify as Green Partners through an audit based on the "Sony Green Partner Environmental Quality Approval Program."
Green Procurement
Sony sees global environmental conservation as one of the most critical issues for mankind in the 21st century. Sony, as a good corporate citizen, has therefore established the Sony Environmental Vision to form the basis for aggressive actions to conserve the environment and create a sustainable society.
Sony closely monitors and manages chemical substances used in its products at all stages of the manufacturing cycle, from the raw material and component stages right through to final shipment. Naturally, the cooperation of suppliers is essential in promoting our activities in this area.
Procurement of parts and materials used in Sony products
Sony designates suppliers that cooperate in the production of environmentally sensitive products as Green Partners. Sony established the Sony Green Partner Standards in July 2001 with the aim of encouraging suppliers to introduce Green Partner environmental management systems. In March 2002, Sony established a set of "Management regulations for environment-related substances to be controlled which are included in parts and materials". Environment-related substances to be immediately banned or reduced were identified, as well as their applications. The regulations were enforced the following July. Together with this action, items required of suppliers under the Sony Green Partner Standards were further clarified by introducing the "Green Partner Environmental Quality Approval Program."
Under this program, Sony auditors visit suppliers to check environmental management activities. If suppliers meet Sony's standards, they qualify as Green Partners.

About SS-00259
From April 2003, Sony will procure parts and materials for its products solely from suppliers that have qualified as Green Partners. This qualification will be one requirement for suppliers wishing to both start and continue doing business with Sony. Furthermore, Green Partner suppliers are required to work continuously to maintain and upgrade their environmental management systems. Specifically, suppliers are required to reduce and eliminate environment-related substances as prescribed in the management levels listed by substance and application in Sony's "Management regulations for environment-related substances to be controlled, which are included in parts and materials". Suppliers must renew their Green Partner approval every two years.
Procurement of office and other supplies
When procuring office and other supplies, Sony places priority on selecting green products ("eco" mark products.) The entire Sony Group is working to create a unified procurement system for office and other supplies. Under this system, a catalog containing a considerable number of recommended items has been produced for use by Sony companies. As of February 2003, the catalog distributed in Japan listed approximately 5,500 items bearing the "eco" mark, serving as an effective tool in speeding up the procurement of green products
Business Practices in Purchasing
1) Fair business practices, transparency and equal opportunity
Sony's procurement policy stresses fair business practices, transparency and equal opportunity.
Fair business practices means conducting procurement activities in accordance with prescribed policies and procedures.
Transparency means avoiding any arbitrary actions.
Equal opportunity means providing all suppliers with a level playing field.
Sony believes that this policy for relationships between Sony employees engaged in procurement ("procurement agents") and suppliers is a major reason that a large number of outstanding companies have decided to become true partners
2) Prohibition of personal relationships between suppliers and procurement agents
Procurement activities are business transactions carried out between Sony and its suppliers. For this reason, Sony procurement agents are forbidden from forming personal relationships or any other relationship based on potential personal gain with any supplier. The followings are examples of forbidden behavior for Sony procurement agents:
• Becoming involved in the management of a supplier.
• Acquiring stocks in a supplier prior to an IPO.
• Dealing in stocks in a supplier based on insider information.
• Accepting meals, outings and other forms of entertainment provided by a supplier
