作业指导书应该由谁来编写？
这个问题是否看似白痴？
在我们的认知中，作业指导书总归是工程师或技术员编写然后请作业员遵照执行的，大家公司是否都这样？
但今天我们总经理提出：作业指导书应由操作者自己编写，经工程师或技术员审核。原因是工程师或技术员可能不实际操作会导致不合理，而操作员明明确确知道如何一步步地走。
我觉得这样说也有点道理，大家觉得如何？有什么意见讨论一下

In my opinion,It is reasonable and consciously give a arrange for operator prepared the w.i by themselves.For that,every process operator is the first person who know the how to handle the their process and how to operate the machine even they have the skill to deal with the simple problem of the equipment and process quality.
Indeed,Our PE memeber or IE member should review this doc and add the consideration of systematic procedure to this doc.Just like PFEMA,PCP.
