欧洲ROHS讨论

我公司某国际化的大公司，发来邮件，要求如下。
Please be advised that any cables that are included 'in the box' (but not an
integrated part of the product) or sold separately (e.g. replacements) for
products sold in the EU and currently in scope of RoHS will need to carry
the CE mark and have a Declaration of Conformity including a technical
construction file consisting of proof of compliance on hand by 1/2/2013.
从2013年2月1日起凡是在欧盟销售的产品中，任何放在产品“包装箱里”的（非产品本
身的一部分）或者单独售卖的（比如用于替换维修的）且属于RoHS范围的线缆必须要标
记有CE标志，并且要准备好一份包含技术说明文档的符合性声明用于证明符合性

Additionally, any "RoHS" markings applied to products (or their packaging)
other than the CE mark will become illegal after 1/2/2013 , so be sure to
remove them if they exist. I would strongly suggest extending this to any
and all literature associated with the products.
另外，从2013年2月1日起任何标于产品（或者产品包装）上的“RoHS”标志都将不合
法，请确保去掉所有RoHS标志。强烈建议所有相关的说明书也采取同样措施

请教各位朋友，是否知悉，我看了最新的rohs指令没有明确这么要求。
如果这个要求是正确的，是否产品内部所有配件都必须这样。
