个人认为，由于原文不够严谨，中文在翻译和理解上会有问题。我认为应该这样翻译：
组织应强调产品安全性和降低员工潜在风险的方法，特别是在设计和开发过程、制造过程活动中。
这里的“员工”，包括后面工序的员工，直接和间接顾客的员工（包括主机厂顾客和汽车修理厂/4S店的员工），以及修车的人员包括车主。产品安全性涵盖的范围不仅包括员工，更重要的是最终消费者。
