请教各位：
在Section 3 3A.3中的要求。 There is empolyee participaton in a an occupational safety and health program.
这个和3A.1 The facility has a written policy and established procedures with respect to providing a safe and healthy working environment.的区别在哪里呢？

如何能够表达为employee participation呢？请大家帮忙理解
