机器运行速度异常报错，更换其中的一块电路板上的一个IC后就正常了，ABA测试都指向这个IC有问题。

但是把IC退回供应商后，他们的分析结果X-ray fluoroscopy inspection: no defect was observed;
V-I waveform check between pins showed no defect and the electrical characteristic check revealed that the returned IC met the specification.
In addition, no difference was found between the returned IC and a nondefective IC at actual motor operation check.

总之，IC供应商自称作了所有的测试，未发现退回去的IC有异常。

本人非电子专业，在此请教专家，可能是什么原因导致这个IC在电路板是表现失效了呢？

如果IC本身没有发现问题，可以考虑是不是焊接的问题。如果IC在线路板上有虚焊，也会导致功能失效；另外可以把这个IC换到其它的好板上试一下，输入的电流、电压偏差也可能导致IC表现为功能不良，这是跟其它元件的匹配有关的。
