Operation Advantage

Operation Advantage means low customer complain,low secure issue ,high productivity and high delivery performance.We are trying to implement OA.From Top manager team to employees all involved in OA movement.But the actual is difference with the expectation.
Someone just focus on visual not the efficiency, just focus on VP visual not to consider the cost.
I can not understand. Why the company do not consider the profit when they invest?
Maybe it is my fault, I am not a good employee. A good employee means just follow the manager's idea and perform it well.Although you do not like it, but you must do it well.
Sometimes your opinion is important , but often implementation is more improtant.
