REACH 候选清单中最新138项SVHC，与附录14（物质授权）附录17（物质限制）有什么联系

有份客户REACH申明书中提到：
- That the articles supplied to （客户公司名称） comply with REACH, namely:


 Do not contain substances or preparations for which there are restrictions on the manufacture, placind on the market and use (Annex XVII)
 Do not contain any of the substances listed in SVHC Candidate List (last update December 19th 2012)
 Do not contain any of the substances included in Annex XIV

是不是意味着要同时满足这3项？
那 候选清单中最新138项SVHC，与REACH 附录14（物质授权）附录17（物质限制）中的SVHC有什么联系么？
