Announcement of Banned
Chemical Substance “PFOS”
(PFOS: Perfluorooctane sulfonate and its salt)
Dear Supplier:
With regard to the subject matter, the European Directive 2006/122/EC (30th amendment to EU Directive 76/768/EC) took effect in December 2006. From June 2008, the use of PFOS will be banned in all applications except for certain uses.
In connection with the said directive, XXX Group has been checking the status of use of PFOS content and verifying its impact in cooperation with some suppliers under the initiative of the industry since April this year. As a result, we have decided to newly add PFOS to a list of banned substances.
We would like to ask you to check the status of the use of PFOS in materials you supply to us and consider the replacement for those containing PFOS using the procedure below.
Following the EU Directive, the Conference of the Parties to Stockholm Convention on Persistent Organic Pollutants (POPs Convention) is considering a ban on manufacture, import, and use of PFOS and PFOS-related chemicals. As soon as we know details, we will inform you how it will be dealt with.

  1. Ban on Use of PFOS
1) We will newly add PFOS to the list of banned substances in XXX Group’s products.
* PFOS: Perfluorooctane sulfonate
Name in Japanese: Pefluorooctane sulfonate and its salt/perfluorooctanesulfonic acid and its salt
* Molecular formula: C8F17SO2X (X=OH, metal salt, halide, amide, and other derivatives including polymers)
2) Criteria for Banning the Use
* Intentional addition of PFOS will not be allowed.
Even if PFOS is not intentionally added (impurities), the amount of PFOS must not exceed the threshold level specified in the table below.
* Uses of PFOS specified in the following table are exempted from the below restrictions.
* The requirements do not apply to the use in the manufacturing process.

  • 1000ppm (for each homogeneous material)
Note: For coating, the amount of PFOS less than 1μg/m2 is allowed.
Exempt uses
  • Photoresists or anti reflective coatings for photolithography processes,
  • Photographic coatings applied to films, papers, or printing plats.
  • Mist suppressants for non-decorative hard chromium plating and wetting agents used in controlled electroplating systems where the amount of PFOS released into the environment is minimized by fully applying relevant best available techniques.
3) Timing of Banning Delivery
* The ban on delivery will take effect on April 1, 2008.
From June 27, 2008, products containing PFOS may not be placed on the market (sold) pursuant to the EU Directive. To provide for the restrictions established under the Directive, delivery of materials containing PFOS will be banned beginning some three months before the implementation of the Directive. We hope you will understand the situation.
  1. Requests to Suppliers
1) Checking the Status of Use of PFOS
We would ask you to check if the criteria for banning the use of PFOS above apply to materials that
you currently deliver or plan to deliver to XXX group.
You can do this by simply checking ingredients list of materials or information from upstream suppliers including material manufacturers. Survey using analysis or the like is not required.
Note: Suppliers who already cooperated in checking the status of the use of PFOS in April 2007 do not need to check it again. However, we may ask them to perform additional check, if there are new items.

PFOS is used widely in surfactants and dispersed materials. The major uses of PFOS are as follows (source: Report on survey results conducted by four electric and electronics associations):
  • Liquid (Mixed acid, organic solvent) … Detergent, cleaning solution, etching solution, various treatment agents, and insulating oil
  • Coating and coated materials…PC steel plate, powder coating, pigment, and dye
  • Surface treatment agent and surface treated materials…Plated goods, plated materials, anti reflective coatings, protective coatings, and antistatic agents
  • Molding and molding materials…PC board, ceramic board, resin (especially pigment coloring), slide materials/PTFE (tetrafluoroethylene resin), and fluorine resin film
  • Solder…Flux and cream solder
  • Auxiliary materials for the above processes…Grease, adhesive, mold release, seal adhesive, and lubricant

When the presence of applicable materials is found out as a result of checking, fill out the attached reply form (Results of Checking the Status of Use of PFOS) and submit it to our Responsible Procurement Department by e-mail by the following specified date:

* Wednesday, October 31, 2007
2) Submission of Replacement Plan (Applicable Materials Only) and Checking the Status of Use of PFOS
When you detect the presence of applicable materials as a result of checking the status of the use of PFOS, we would like you to promptly start considering replacement.
When the replacement plan is produced, submit it to our Responsible Department (in any form) and explain as necessary.
  1. Schedule
Your cooperation in this matter will be appreciated. The schedule is shown below:
  • September 1, 2007 Notification of ban on the use of PFOS (this document)
  • October 31, 2007 Completion of checking of the status of use of PFOS => Start of consideration of replacement for applicable materials
  • December 2007 Issue of revised edition of Green Procurement Policy (planned)
  • January 2008 Issue of revised edition of Survey on Environmental Impact Information (planned)
  • February 2008 Release of revised edition of database of Survey on Environmental Impact Information (planned)
  • March 2008 Completion of replacement of applicable materials
  • April 2008 Ban on delivery of materials containing PFOS
  • June 27, 2008 Implementation of the EU Directive will be given effect.
