What are the capabilities of A Quality Manager

I have been asked more than once on what is the key capabilities of a quality manager. Here is some of my thinking:

]His integrity. A quality manager has to be unbiased and observe law and rule as well.[/

]His skill. A quality manager has to master several technical tools in process engineering, methodologies and communication. You cannot set your tone just on one side. More aspects present you more powerful. [/

]His flexibility and sense of balance. A quality manager has to be flexible in conflict solution and take the appropriate action considering risks and profit.[/

]His load of pressure. A quality manager has to burden high pressure especially under the circumstances of high profit. [/

]His knowledgebase. A quality manager has to obtain the multi-field knowledge base in technics, market and Spec.[/

These are what I am persuing in my career! Hope to get your advice!
